Both are used to track time and invoice for it. This page compares what each actually charges a paying team — seat prices, usage fees and how a seat change is billed — with a source and a date next to every figure that isn’t Small’s own.

Seat prices

Small has two seat-priced tiers; the one comparable to Harvest’s entry paid plan is Pro. Harvest’s Enterprise plan costs more and adds governance features Teams doesn’t have, the same shape as Small’s own Pro/Business split, so Teams is the fairer match.

Usage fees

Small charges by seat and by nothing else — not per invoice, per client, per project or per API call, on Solo or Pro, and that is a product commitment rather than a current gap. Harvest’s own pricing page states that usage is billed on top of the seat price; what it does not state, as of the date checked below, is the rate.

What that has meant for one real account

A customer of thirteen years, previously paying $211.20 a year, was quoted $2,547.60 a year at renewal — reported by Bloomberg following Harvest’s 2025 acquisition by Bending Spoons. This is one account’s reported renewal, not a projection of what any given team would pay.

Adding or removing a person mid-cycle

Small

Seat changes prorate daily in both directions. Adding someone mid-month charges the part of the month they're there; removing them credits the rest, immediately.

Harvest

Adding a seat is charged immediately, prorated for the rest of the billing period. A seat can't be removed mid-cycle — a removal is scheduled and takes effect at the next renewal.
